Rungs on a vertical timeline, each with a person, a delay in minutes, notification channels and a minimum severity that filters it in or out. Simulating a page runs the ladder with realistic acknowledgement odds and prints a T+ timeline. Warns when the gap between rungs is shorter than it takes someone to wake up and open a laptop, and when no final rung exists that cannot decline.
